           By Mr. BROOKS of Alabama:
       H.R. 714.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The principal constitutional authority for this legislation 
     is clause 18 section 8 of article 1 the Constitution 
     (Necessary and Proper Clause), which states ``To make all 
     Laws which shall be necessary and proper for carrying into 
     Execution the foregoing Powers . . .''
       In addition, clause 3 of section 8 of article I of the 
     Constitution of the United States (the Commerce Clause) gives 
     Congress the authority ``to regulate commerce . . .''
       In addition, clause 1 of section 8 of article I of the 
     Constitution (the Spending Power) provides: ``The Congress 
     shall have the Power . . . to pay the Debts and provide for 
     the common Defense and general Welfare of the United States . 
     . .''
       Together, these specific constitutional provisions 
     establish the congressional power to enact this legislation.
