       H.R. 27.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 9, Clause 7, ``No Money shall be drawn 
     from the Treasury, but in Consequence of Appropriations made 
     by Law.''
       Article I, Section 8, Clause 18, ``Congress shall have the 
     power . . . [t]o make all Laws which shall be necessary and 
     proper for carrying into Execution . . . all other Powers 
     vested by this Constitution in the Government of the United 
     States.''
