       H.R. 24.
       Congress has the power to enact this legislation pursuant 
     to the following:
       This legislation is authorized by Article I, Section 8 of 
     the Constitution: ``To coin money, regulate the value 
     thereof, and of foreign coin, and fix the standard of weights 
     and measures;'' and ``To provide for the punishment of 
     counterfeiting the securities and current coin of the United 
     States.''
