        H.R. 153.
        Congress has the power to enact this legislation pursuant 
     to the following:
        Article I, Section 8, Clause 4 grants Congress the right 
     to set forth rules for Naturalization; Article I, Section 8, 
     Clause 18 grants Congress the duty to make Laws that are 
     necessary and proper for for Executing it's powers. Since 
     jurisdictions declaring themselves to be sanctuary are 
     operating in a lawless manner, it is necessary and proper to 
     bring them back into line.
