  Mr. McEachin. Madam Speaker, I was unavoidably detained on September 
25, 2019 during roll call no. 542, On Ordering the Previous Question on 
the Amendment and the Resolution, H. Res. 577, Providing for 
consideration of H.R. 2203, the Homeland Security Improvement Act; H.R. 
3525, the US Border Patrol Medical Screening Standards Act; and H. Res. 
576, expressing the sense of the House with respect to the 
whistleblower complaint of August 12, 2019, made to the Inspector 
General of the Intelligence Community. Had I been present, I would have 
voted ``yea.'' I was also unavoidably detained during roll call no. 
543, On Agreeing to the Resolution, H. Res. 577, Providing for 
consideration of H.R. 2203, the Homeland Security Improvement Act; H.R. 
3525, the U.S. Border Patrol Medical Screening Standards Act; and H. 
Res. 576, expressing the sense of the House with respect to the 
whistleblower complaint of August 12, 2019, made to the Inspector 
General of the Intelligence Community. Had I been present, I would have 
voted ``yea.'' I was also unavoidably detained during roll call no. 
544, On Motion to Suspend the Rules and Pass, as Amended, H.R. 1595, 
SAFE Banking Act. Had I been present, I would have voted ``yea.'' I was 
also unavoidably detained during roll call no. 545, On Motion to

Act. Had I been present, I would have voted ``no.'' I was also

Homeland Security Improvement Act. Had I been present, I would have 
voted ``yea.'' I was also unavoidably detained during roll call no.
