        H.R. 4770.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Pursuant to Article 1, Section 8, Clause 3, Congress has 
     the authority to regulate foreign and interstate commerce. In 
     addition, Congress has the power to make all Laws necessary 
     and proper to carry out all other of its vested powers 
     pursuant to Article 1, Section 8, Clause 18.
