  Mr. COLLINS of Georgia. Madam Speaker, I was absent for votes on H.R. 
4617, the SHIELD Act, and H.R. 777, reauthorizing the Debbie Smith Act, 
due to a family emergency. Had I been present, I would have voted YEA 
on Roll Call No. 581; YEA on Roll Call No. 582; NAY on Roll Call No. 
583; and YEA on Roll Call No. 584.
