        H.R. 4863.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Clause 2, Section 8, Article I, relating to regulating 
     commerce with foreign Nations and among the several states.
       Clause 18, Section 8, Article I, relating to making all 
     Laws which shall be necessary and proper for carrying out the 
     powers vessted by the Constitution in the Government of the 
     United States
