  Mr. McEACHIN. Madam Speaker, I was unavoidably detained on October 
28, 2019 during roll call no. 585, On Motion to Suspend the Rules and 
Pass, as Amended, H.R. 2440, Full Utilization of the Harbor Maintenance 
Trust Fund Act. Had I been present, I would have voted ``yea.'' I was 
also unavoidably detained during roll call no. 586, On Motion to 
Suspend the Rules and Pass, as Amended, H.R. 2115, Public Disclosure of 
Drug Discounts and Real-Time Beneficiary Drug Cost Act. Had I been 
present, I would have voted ``yea.''
