                     NATIONAL HEALTH LITERACY MONTH

  Mr. SULLIVAN. Mr. President, I ask unanimous consent that the 
Judiciary Committee be discharged from further consideration of S. Res. 
396 and the Senate proceed to its immediate consideration.
  The clerk will report the resolution by title.
  The senior legislative clerk read the resolution, as follows:

       A resolution (S. Res. 396) designating October 2019 as 
     ``National Health Literacy Month''.

  The PRESIDING OFFICER. Is there objection to proceeding to the 
measure?
  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the resolution.
  Mr. SULLIVAN. Mr. President, I further ask unanimous consent that the 
resolution be agreed to, the preamble be agreed to, and the motions to 
reconsider be considered made and laid upon the table with no 
intervening action or debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The resolution (S. Res. 396) was agreed to.
  The preamble was agreed to.
