                                 PRAYER

  Chaplain Lieutenant Jeffrey E. Spindle, U.S. Navy, Cryptologic 
Warfare Group SIX, Fort Meade, Maryland, offered the following prayer:
  Creator God, You are good and Your love endures forever.
  Thank You for this great day that You have made. Be with all who 
serve and speak in this Chamber today. As we serve the people of our 
Nation, grant us Your wisdom. Protect and make us mindful of those who 
are fighting and serve away from their families this holiday season. 
Use those in this people's House to speak for the voiceless, to protect 
the oppressed, to stand for the poor and powerless of our Nation.
  Unite us, Holy Spirit, with civility and collaboration. Give us Your 
light today, as it is written in John 1:5, ``The light shines in the 
darkness and the darkness has not overcome it.'' As we turn to today's 
business, be an ever-present lamp to our feet and a light to our path.
  This we pray in Your holy name.
  Amen.
