  Mrs. DINGELL. Madam Speaker, on S. 151, the TRACED Act, I was unable 
to cast my vote as I was giving a eulogy of a close friend and mayor in 
my district. Had I been present, I would have voted: YEA on Roll Call 
No. 647.
