        H.R. 5417.
        Congress has the power to enact this legislation pursuant 
     to the following:
        Article 1 Section 8 gives Congress the power to regulate 
     commerce with foreign nations as well as other financial 
     powers which Congress has used to create the Department of 
     the Treasury. For immigration and travel restrictions, 
     Congress has had recognized plenary power over immigration 
     since the Supreme Court 1889 Chae Chan Ping v. United States 
     case.
