        H.R. 5410.
        Congress has the power to enact this legislation pursuant 
     to the following:
       The Commerce Clause of the United States Constitution gives 
     Congress the power to regulate commerce among the States, and 
     therefore grants Congress the power to prevent federal 
     agencies from interfering with citizens' ability to purchase, 
     sell, or distribute unpasteurized milk across state lines.
