  Mr. NORMAN. Madam Speaker, I missed the first vote series on 
Wednesday, December 11th, due to a groundbreaking ceremony for a 
business in my district.
  Had I been present, I would have voted NAY on Roll Call No. 668; NAY 
on Roll Call No. 669; NAY on Roll Call No. 670; and NAY on Roll Call 
No. 671.
