  Mr. SERRANO. Madam Speaker, as a result of an ongoing need to address 
health issues related to my Parkinson's diagnosis, and other recent 
health concerns, I was absent from votes yesterday, Wednesday, December 
18, 2019. Had I been present, I would have voted AYE on House roll call 
votes 695 and 696, the two articles of impeachment against President 
Donald J. Trump.
  President Trump's actions with regard to Ukraine have undermined our 
national security, our democratic processes, and our Constitution. He 
has abused his office and betrayed the trust that the American people 
placed in him. Impeachment is the only recourse to hold this president 
accountable for his actions.
