  The SPEAKER pro tempore laid before the House the following 
communication from the Chair of the Committee on Oversight and Reform:

       Dear Speaker Pelosi: I write to notify you and the House of 
     Representatives of the initiation by the Committee on 
     Oversight and Reform of judicial proceedings pursuant to H. 
     Res. 497 and H. Res. 430. The Committee has initiated the 
     following civil action:
       Committee on Oversight and Reform, U.S. House of 
     Representatives v. Barr, No. 1: 19-cv-03557, filed in the 
     U.S. District Court for the District of Columbia on November 
     26, 2019.
