  The SPEAKER pro tempore laid before the House the following 
communication from the Honorable Kevin McCarthy, Republican Leader:

     Speaker of the House, Washington, DC.
       Dear Madam Speaker: Pursuant to 22 USC 7002, I am pleased 
     to appoint the following member to the United States-China 
     Economic and Security Review Commission on behalf of the 
     Speaker:
       Mr. Michael Wessel, Falls Church, Virginia.
       As previously agreed, because of the change in Congress and 
     the presumed statutory intent of the Commission, I am 
     appointing Mr. Wessel on behalf of the Speaker. As such, I am 
     pleased to make this appointment.
