letters between me and the Chair of the Committee on Intelligence on S.
178, the Uyghur Human Rights Policy Act of 2019.

Dear Chairman Schiff: I am writing to you concerning S.
178, the Uyghur Human Rights Policy Act of 2019. I appreciate
your willingness to work cooperatively on this legislation.
I acknowledge that provisions of the bill fall within the
jurisdiction of the House Permanent Select Committee on
Intelligence under House Rule X, and that your Committee will
forgo action on S. 178 to expedite floor consideration. I
further acknowledge that the inaction of your Committee with
respect to the bill does not waive any future jurisdictional
claim over the matters contained in the bill that fall within
your jurisdiction. I will also support the appointment of
House Permanent Select Committee on Intelligence conferees
during any House-Senate conference convened on this
legislation.
Lastly, I will ensure that our exchange of letters is
included in the Congressional Record during floor
consideration of the bill. Thank you again for your
cooperation regarding the legislation. I look forward to
continuing to work with you as the measure moves through the
legislative process.

Dear Chairman Engel: I write in reply to your letter of
December 2, 2019, regarding S. 178--legislation referred in
the House as the Uyghur Human Rights Policy Act, and passed
on the House floor as amended as the Uighur Intervention and
Global Humanitarian Unified Response Act of 2019.
Provisions of S. 178 fall within the jurisdiction of the
House Permanent Select Committee on Intelligence
(``Committee''), as set forth by House Rule X.
Nevertheless, the Committee worked with the Committee on
Foreign Affairs to ensure the legislation's expeditious
consideration on the House floor--but without waiving any
potential jurisdictional claims as to subjects addressed by
S. 178.
I am grateful for our continuing work together, on this and
other important measures regarding human rights and other
matters. I very much look forward to S. 178's swift enactment
into law.
