            By Ms. VELAZQUEZ:
        H.R. 1214.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3
       The Congress shall have Power. . . To regulate Commerce 
     with foreign Nations, and among the several States, and with 
     the Indian Tribes.
       Article I, Section 9, Clause 7
       No money shall be drawn from the treasury, but in 
     consequence of appropriations made by law; and a regular 
     statement and account of receipts and expenditures of all 
     public money shall be published from time to time.
