           By Mr. FLORES:
       H.R. 990.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article 1, Section 8, Clause 3 of the United States 
     Constitution. The Congress shall have power to regulate 
     commerce with foreign nations, and among the several states, 
     and with the Indian tribes.
       Article I, Section 8, Clause 8, of the United States 
     Constitution. The Congress shall have power to promote the 
     progress of science and useful arts, by securing for limited 
     times to authors and inventors the exclusive right to their 
     respective writings and discoveries.
