           By Ms. WASSERMAN SCHULTZ:
       H.R. 1683.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article 1, Section 8, clause 3, ``to regulate Commerce with 
     Foreign Nations, and among the several States, and with the 
     Indian Tribes;''
       Article 1, Section 8, clause 8, ``to promote the Progress 
     of Science and useful Arts, by securing for limited Times to 
     Authors and Inventors the exclusive Rights to their 
     respective Writings and Discoveries,''
