       H.R. 1799.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Fifteenth Amendment, Section 2, Section 1: The right of 
     citizens of the United States to vote shall not be denied or 
     abridged by the U.S. or by any State on account of race, 
     color, or perilous condition of servitude.
