  Mr. GARAMENDI. Madam Speaker, because of unavoidable conflict, I 
unfortunately missed votes on February 27. Had I been in attendance, I 
would have made the following votes:
  On roll call No. 100, I would have voted aye.
  On roll call No. 101, I would have voted aye.
  On roll call No. 102, I would have voted nay.
  On roll call No. 103, I would have voted aye.
  The Enhanced Background Checks Act of 2019, H.R. 1112, addresses a 
loophole in federal gun background check laws. Currently, a gun buyer 
only needs to wait 3 business days to acquire a gun without a 
background check. This bill fixes a lapse in oversight, by allowing the 
FBI 20 business days to conduct their check.
