       H.R. 2239.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article 1, Section 8, Clauses 1, 3, and 18 of the United 
     States Constitution, which respectively grants Congress the 
     power to lay and collect duties and imposts, to regulate 
     commerce with foreign nations, and to make all laws which 
     shall be necessary and proper for the execution of those 
     powers.
