        H.J. Res. 56.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 14 of the Constitution 
     (authorizing Congress to ``make Rules for the Government and 
     Regulation of the land and naval Forces''). Article I, 
     Section 8, Clause 11 of the Constitution authorizes Congress 
     to ``declare War.'' Congress did not declare war or authorize 
     the use of the Armed Forces in the conflict in Yemen, and 
     this resolution takes corrective action.

                          ____________________
