  Mr. McEACHIN. Madam Speaker, I was unavoidably detained on April 10, 
2019 during roll call no. 163, on Agreeing to the Amendment, Delgado of 
New York Part A Amendment No. 4, to H.R. 1644, the Save the Internet 
Act. Had I been present, I would have voted ``aye.'' I was also 
unavoidably detained during roll call no. 164, on Agreeing to the 
Amendment, Wexton of Virginia Part A Amendment No. 6, to H.R. 1644, the 
Save the Internet Act. Had I been present, I would have voted ``aye.'' 
I was unavoidably detained during roll call no. 165, on Agreeing to the 
Amendment, McAdams of Utah Part A Amendment No. 12, to H.R. 1644, the 
Save the Internet Act. Had I been present, I would have voted ``aye.'' 
I was also unavoidably detained during roll call no. 166, on Motion to 
Recommit with Instructions for H.R. 1644, the Save the Internet Act. 
Had I been present, I would have voted ``no.'' I was also unavoidably 
detained during roll call no. 167, on Passage of H.R. 1644, the Save 
the Internet Act. Had I been present, I would have voted ``yea.''
