Mr. PERLMUTTER. Madam Speaker, I rise today to recognize and applaud
John Hiatt for earning the Technical Achievement Award for his
development of a creative and unique mobile application (app) in the
2019 Congressional App Challenge. As a returning participant in the
competition, John built an app titled ``Assembly Plus'' to assist with
programming language that adds readability to raw assembly.
A senior at Northglenn High School, John spent countless hours and
used numerous tools to learn about coding, further advancing his STEM
education. He built this app in less than three months which shows his
perseverance and dedication to this challenge and exemplifies the
character and determination the

project. I am certain he will exhibit the same dedication and character
in all future accomplishments.
