  Mr. McEACHIN. Madam Speaker, I was unavoidably detained on April 8, 
2019 during roll call no. 157, on Motion to Suspend the Rules and Agree 
to H. Con. Res. 19, Authorizing the use of the Capitol Grounds for the 
Greater Washington Soap Box Derby. Had I been present, I would have 
voted ``yea.'' I was also unavoidably detained during roll call no. 
158, on Motion to Suspend the Rules and Pass H.R. 1331, the Local Water 
Protection Act. Had I been present, I would have voted ``yea.'' I was 
unavoidably detained during roll call no. 159, on Approving the 
Journal. Had I been present, I would have voted ``aye.''
