                            MORNING BUSINESS

  Mr. GRASSLEY. Mr. President, I ask unanimous consent that the Senate 
resume legislative session and be in a period of morning business, with 
Senators permitted to speak therein for up to 10 minutes each.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  Mr. GRASSLEY. Since I made that unanimous consent motion, and I am 
going to be speaking for longer than 10 minutes, I ask unanimous 
consent to speak for whatever time I may consume, which will probably 
be in the neighborhood of 20 minutes.
