   Under clause 2 of rule XIV, executive communications were taken from 
the Speaker's table and referred as follows:

       1106. A letter from the Assistant Legal Adviser, Office of 
     Treaty Affairs, Department of State, transmitting reports 
     concerning international agreements other than treaties 
     entered into by the United States to be transmitted to the 
     Congress within the sixty-day period specified in the Case-
     Zablocki Act, pursuant to 1 U.S.C. 112b(a); Public Law 92-
     403, Sec. 1(a) (as amended by Public Law 108-458, Sec. 
     7121(b)); (118 Stat. 3807); to the Committee on Foreign 
     Affairs.
       1107. A letter from the Federal Co-Chair, Appalachian 
     Regional Commission, transmitting the Commission's semiannual 
     report of the Inspector General for the period October 1, 
     2018 through March 31, 2019, pursuant to the Sec. 5(b) of the 
     Inspector General Act of 1978; to the Committee on Oversight 
     and Reform.
       1108. A letter from the Deputy Assistant Administrator for 
     Regulatory Programs, NMFS, Office of Sustainable Fisheries, 
     National Oceanic and Atmospheric Administration, transmitting 
     the Administration's final rule -- Fisheries of the Exclusive 
     Economic Zone Off Alaska; Integrating Electronic Monitoring 
     Into the North Pacific Observer Program [Docket No.:
