       H.R. 2522.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The plenary and unqualified power of the federal government 
     to regulate immigration, naturalization, and related foreign 
     policy belongs to Congress. Throughout the history of the 
     United States the Supreme Court has upheld all manner of 
     federal statutes regulating immigration. The Commerce Clause 
     in Article I, Sec. 8, clause 3, of the United States 
     Constitution provides Congress with the power ``to regulate 
     Commerce with foreign Nations, and among the several 
     States.'' Article 1, Sec. 8, clause 4, of the United States 
     Constitution specifically grants Congress the power to 
     establish a ``uniform Rule of Naturalization.''
