                 BUDGETARY EFFECTS OF PAYGO LEGISLATION

  Pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO), Mr. 
Yarmuth hereby submits, prior to the vote on passage, the attached 
estimate of the costs of H.R. 3151, the Taxpaper First Act, for 
printing in the Congressional Record.

  1242. Under clause 2 of rule XIV, a communication from the President 
of the United States, transmitting designation of funding as an 
emergency requirement, pursuant to Additional Supplemental 
Appropriations for Disaster Relief Act, 2019, section 1204 (H. Doc. No. 
116-38), was taken from the Speaker's table, referred to the Committee 
on Appropriations and ordered to be printed.
