        Murphy, Mr. Merkley, Mr. Van Hollen, and Mr. Durbin):
  S.J. Res. 50. A joint resolution providing for congressional 
disapproval under chapter 8 of title 5, United States Code, of the rule 
submitted by the Internal Revenue Service, Department of the Treasury, 
relating to ``Contributions in Exchange for State or Local Tax 
Credits''; to the Committee on Finance.
  Mr. SCHUMER. Mr. President, I ask unanimous consent that the text of 
the bill be printed in the Record.
  There being no objection, the text of the bill was ordered to be 
printed in the Record, as follows:

                              S.J. Res. 50

       Resolved by the Senate and House of Representatives of the 
     United States of America in Congress assembled, That Congress 
     disapproves the rule submitted by the Internal Revenue 
     Service, Department of the Treasury, relating to 
     ``Contributions in Exchange for State or Local Tax Credits'' 
     (84 Fed. Reg. 27513 (June 13, 2019)), and such rule shall 
     have no force or effect.
