MOMENT OF SILENCE IN MEMORY OF OFFICER JACOB J. CHESTNUT AND DETECTIVE 
                             JOHN M. GIBSON

  The SPEAKER. The Chair thanks Officer Jacob Chestnut's wife, Gwenling 
Chestnut, for being here with us today in the Capitol, along with her 
son, William Chestnut, and grandson, Jacob.
  The Chair asks that the House now observe a moment of silence in 
memory of Officer Jacob J. Chestnut and Detective John M. Gibson of the 
United States Capitol Police, who were killed in the line of duty 
defending the Capitol on July 24, 1998.
