     allow claims against foreign states for unlawful computer

       H.R. 4190. A bill to direct the Attorney General to submit 
     to Congress a report on domestic terrorism, and for other

       H.R. 4191. A bill to exclude from consideration as income 
     under the housing assistance programs of the Department of 
     Housing and Urban Development amounts received by a family 
     from the Department of Veterans Affairs for service-related 
     disabilities of a member of the family, and for other 
     purposes; to the Committee on Financial Services.

       H.R. 4192. A bill to amend title 18, United States Code, to 
     provide for an offense for acts of terrorism occurring in the
