following titles were introduced and severally referred, as follows:

           By Mr. BYRNE:
       H.R. 5538. A bill to amend the Congressional Budget Act of 
     1974 to subject certain direct spending programs to annual 
     appropriations, and for other purposes; to the Committee on 
     Rules, and in addition to the Committee on the Budget, for a 
     period to be subsequently determined by the Speaker, in each 
     case for consideration of such provisions as fall within the 
     jurisdiction of the committee concerned.
           By Mr. PAPPAS (for himself, Mr. Delgado, Mr. Rouda, Mr. 
             DeFazio, Mrs. Napolitano, Mr. Fitzpatrick, Mr. 
             Kildee, Mr. Lowenthal, Mr. Lynch, Mr. Neal, Mr. 
             Brendan F. Boyle of Pennsylvania, Ms. Slotkin, Mrs. 
             Lawrence, and Ms. Kuster of New Hampshire):
       H.R. 5539. A bill to require the Administrator of the 
     Environmental Protection Agency to review and develop 
     effluent standards, pretreatment standards, and water quality 
     criteria for PFAS under the Federal Water Pollution Control 
     Act, to provide Federal grants to publicly owned treatment 
     works to implement standards, and for other purposes; to the 
     Committee on Transportation and Infrastructure.
