            By Mr. MEADOWS:
        H.R. 5571.
        Congress has the power to enact this legislation pursuant 
     to the following:
       According to Article I, Section 8, Clause 1, ``The Congress 
     shall have Power . . . to pay the Debts and provide for the 
     common Defence and general Welfare of the United States . . 
     .'';
       According to Article I, Section 8, Clause 3, the Congress 
     ``shall have Power . . . To regulate Commerce . . . among 
     several States . . .'';
       According to Article I, Section 8, Clause 18, the Congress 
     ``shall have Power . . . To Make all Laws which shall be 
     necessary and proper for carrying into Execution the 
     foregoing Powers, and all Powers vested by this Constitution 
     in the Government of the United States, or in any Department 
     or Officer thereof.''; and
       According to Article IV, Section 3, Clause 2, the Congress 
     ``shall have Power to dispose of and make all needful Rules 
     and Regulations respecting the Territory or other Property 
     belonging to the United States. . . .''
