  Mr. McHENRY. Madam Speaker, due to an unforeseen scheduling conflict, 
I was unable to vote on the first two amendments to H.R. 535. Had I 
been present, I would have voted YEA on Roll Call No. 9, and YEA on 
Roll Call No. 10.
