                            VOTE EXPLANATION

 Mr. DURBIN. Mr. President, I was necessarily absent for 
rollcall vote No. 11, the motion to invoke cloture on the nomination of 
Peter Gaynor to be Administrator of the Federal Management Agency. Had 
I been present for the vote, I would have voted yea.
