       83. The SPEAKER presented a petition of Mr. Gregory Watson, 
     a citizen of Austin, TX, relative to respectfully requesting 
     that Congress offer for ratification by special convention 
     conducted within the individual states, pursuant to Article 
     V, an amendment to the United States Constitution which would 
     disqualify any member of the US House of Representatives, who 
     is, at the time a declared candidate for the office of 
     President of the US, from casting a vote upon the impeachment 
     of an incumbent President and which would likewise disqualify 
     any member of the US Senate, who is, at the time, a declared 
     candidate for the office of President, from casting a vote in 
     a trial taking place in the US Senate relative to the removal 
     from office of an incumbent President; which was referred to 
     the Committee on the Judiciary.
