            By Miss GONZALEZ-COLON of Puerto Rico:
        H.R. 6050.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 1 of the U.S. Constitution
       ``All legislative Powers herein granted shall be vested in 
     a Congress of the United States, which shall consist of a 
     Senate and House of Representatives.''
       Article I, Section 8, Clause 18 of the U.S. Constitution
       Congress shall have the power . . . ``To make all Laws 
     which shall be necessary and proper for carrying into 
     Execution the foregoing Powers, and all other Powers vested 
     by this Constitution in the Government of the United States, 
     or in any Department or Officer thereof.''
       Article IV, Section 3, Clause 2 of the U.S. Constitution
       ``The Congress shall have Power to dispose of and make all 
     needful Rules and Regulations respecting the Territory or 
     other Property belonging to the United States; and nothing in 
     this Constitution shall be so construed as to Prejudice any 
     Claims of the United States, or of any particular State''
