  Mr. SWALWELL of California. Madam Speaker, I was unable to be present 
for votes taken on Tuesday, March 3, due to it being primary election 
day in California. Had I been present, I would have voted as follows:
   Roll Call Vote Number 81 (Passing H. Res. 387): YES; and
   Roll Call Vote Number 82 (Passing H.R. 4508, the Malala Yousafzai 
Scholarship Act): YES.
