               RECOGNIZING NANCY MARTIN ON HER RETIREMENT

  Ms. DeLAURO. Madam Speaker, I rise today to recognize and 
congratulate Nancy Martin who plans to retire next month after nearly 
43 years of service to the federal government.
  After growing up in the Chicago suburb of Arlington Heights in 
Illinois, Nancy earned an Associate of Arts degree from Cottey College 
in Nevada, Missouri and a Bachelor of Arts degree from the American 
University in Washington, DC. Nancy's career as a civil servant began 
at the Veteran's Administration in 1977. Less than a year later, she 
accepted a job at what was then called the Office of Education in the 
Department of Health, Education, and Welfare. She helped with the 
transition team during the creation of the Department of Education as a 
separate Cabinet agency in 1980. She has shaken hands with every U.S. 
Secretary of Education.
  In 1987, Nancy joined the Department of Education's Budget Service. 
Over the past 33 years, Nancy has been involved in the formulation and 
presentation of the President's Budget and related documents and tables 
and is the lead in the development of the annual Congressional Budget 
Justifications. I thank Nancy for her dedication to the Department and 
its mission to foster educational excellence and ensure equal access.
  Nancy has been an indispensable resource to the Subcommittee on 
Labor, Health and Human Services, Education and Related Agencies, which 
I chair. In addition to her expertise in the budget process, she has 
always approached our technical assistance needs with the utmost 
professionalism and attention, providing the support necessary for us 
to craft Department of Education appropriations bills. For that I am 
deeply grateful.
  Nancy's dedication to public extends outside of the Department of 
Education. She served as a volunteer and docent with the Friends of the 
National Zoo for over 20 years and currently serves on the board of an 
organization that connects our Nation's military veterans with shelter 
animals.
  We will feel the void left by her retirement going forward. I thank 
Nancy for her service and congratulate her on her upcoming retirement.
