  Under clause 3 of rule XII,

       165. The SPEAKER presented a memorial of the General 
     Assembly of the State of New Jersey, relative to Assembly 
     Resolution No. 38, urging the United States Congress and the 
     President to provide funding and other incentives to states 
     to promote hydrogen fuel cell vehicle usage; which was 
     referred to the Committee on Energy and Commerce.
