                                PROGRAM

  Mr. McCONNELL. Mr. President, we continue to work on the next bill, 
which is generally referred to as phase 3. This will be needed to 
respond to the crisis, and the Senate is going to stay around until we 
finish the bill and send it over to the House.
  I recommend Senators stay close. While we don't know exactly how long 
it will take to get this done, everyone knows that we need to do it as 
quickly as possible because the situation demands it. So we will keep 
Senators posted. I hope they don't go too far away
