         RECOGNIZINGCENTRAL ARKANSAS WATER'S LEAK DETECTION DOG

  Mr. HILL of Arkansas. Madam Speaker, I rise today to recognize 
Central Arkansas Water's new tool to detect leaks in its distribution 
system--Vessel, the nation's first water leak detection dog.
  A black Labrador mix, Vessel is the first of her kind in the United 
States that can detect leaks of treated water.
  She is a rescue dog that graduated from the Arkansas Paws in Prison 
program that gives incarcerated inmates the opportunity to train rescue 
dogs and reduce the number of unadopted dogs in shelters.
  Vessel is trained to sniff out the chlorine in treated water and lay 
down and bark when she finds the leak. Using Vessel's skills can be a 
more cost-effective and efficient option than other leak detection 
technology.
  Vessel is now an integral part of Central Arkansas Water, and I thank 
CEO Tad Bohannan for his innovation and I look forward to seeing 
Vessel's good work in our communities for years to come.
