  Under clause 3 of rule XII,

       167. The SPEAKER presented a memorial of the House of 
     Representatives of the State of Michigan, relative to House 
     Resolution No. 151, urging the Congress of the United States 
     to clarify its position on the legality of marijuana under 
     the Controlled Substances Act of 1970; which was referred 
     jointly to the Committees on Energy and Commerce and the 
     Judiciary.
