        H.R. 6429.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 1, which gives Congress the 
     power to spend for the general welfare of the United States; 
     Article 1, Section 8, Clause 3, which gives Congress the 
     power to regulate commerce among the several states; and 
     Article I, Section 5, Clause 2, which gives Congress the 
     power to determine the rules of its proceedings, a power the 
     power to create commissions within the legislative branch.
