   Under clause 2 of rule XIV, executive communications were taken from 
the Speaker's table and referred as follows:

       4229. A letter from the Secretary of the Army, Department 
     of Defense, transmitting the annual audit of the American Red 
     Cross's consolidated financial statements for the year ending 
     June 30, 2019, pursuant to 36 U.S.C. 300110(b); Public Law

     on Foreign Affairs.
       4230. A letter from the Assistant Legal Advisor, Office of

     the Early Termination of Peace Corps Volunteers: Fiscal Year 
     2019; to the Committee on Foreign Affairs.
       4233. A letter from the Assistant Attorney General, Office 
     of Legislative Affairs, Department of Justice, transmitting 
     the Department's Freedom of Information Act 2019 Litigation 
     and Compliance Report, pursuant to 5 U.S.C. 
     552(a)(4)(F)(ii)(II); Public Law 89-554, Sec. 5(ii)(II) (as
